Up above under the "Meta Powers Regain" section, we say:

✦ A character can ask for their first power regain one month after they start regaining memories(via points - the character doesn't have to have all their memories back in game to start getting powers.) And power regains must follow the regain of powers. (Ex: a player can only get back the 2nd simple power or 2nd 10% of complex power if they have already regained their 2nd 10% of memories etc.)

As Azriaphale just got his second round of memories, you'll need to wait until next month to get the second round of powers.
